I'm not very experienced with teleprompters, so take it with a grain of salt... but this thing seems like a mistake at the $60 I paid for it. It looks and feels like something more in the standard $100 range.
Steel construction, numerous ways to adjust dimensions that other teleprompters lack, good looking glass that gives a clearer image than my old homemade teleprompter, solid mounting threads, and a well-built hood over the camera. I'm using a webcam pushed as far forward as it can go and the extension bag covers it fine.
My only minor issues thus far: [my webcam has an extreme wide angle and I can see the corners of the hood in my shot even once optimally adjusted. Clearly the camera is the issue though. EDIT: I was wrong, even with an extreme wide angle lens I found a position where the hood is out of the shot.] It also doesn't seem ideally balanced. If you have a professional grade tripod I wager it wouldn't be an issue, but for my $25 Amazon basic tripod it feels a little sketchy, like it's threatening to tip forward or break the quick release mechanism. I used a C-clamp to attach a small counter weight in the other end and I think we're good.
Overall, good quality feel that does the job at a lower price than what else I'm seeing on Amazon.

It'll depend on your camera. I have a Canon EOS M6, and I definitely have to un-mount it to change the battery. (As an alternative, you can get a plugin adapter for your camera if you're shooting in a location that has access to a power outlet)

In theory, yes, but you'd need a way to mount the iPhone off-center, so that the camera is centered behind the glass. Using a standard smartphone tripod mount would place the phone with the camera off to one side.

The szoomsy pty web cam is a big web cam, and the horizontal position of the camera is high, you may need to remove the camera sitting platform of ILOKNZI Liftable teleprompter. And make sure your web cam is not going to falling down from the teleprompter.

I'm using an old dell xps with a flip screen. the dimensions fit your parameters, but it weighs 3.3 lbs. will the tablet platform support that weight?
Answer :
The teleprompter (and the support arm for the screen) will probably do okay, though that much weight off the front will put a LOT of strain on your tripod head. For example, I have one tripod (a Manfrotto MKCOMPACTACN-BK I've had for a few years) that uses a rubber wheel to secure the tripod head. While it works great for cameras, it's definitely NOT up to the task of that much weight hanging off the front. There are sturdier tripods with better locking mechanisms that would do fine with the extra weight, though.
